RADAR ACEH | On Wednesday evening, October 26, 2016 an individual quarreling happened in a small food shop between Vijay, a Papuan youth living in Manok Wari against two young men who are apparently coming from South Sulawesi, living in a village of Sanggeng, of the sub-district of West Manok Wari.
The food shop belongs to the family coming from South Sulawesi, lived in Sanggeng, sub district of West Manok Wari.
The conflict between the two group of young men were started with the quarrelling between Vijay and the new comers from South Sulawesi because Vijay was accused intentionally did not want to pay the food he bought because it was apparently Vijay did not have enough money since before he came to the food shop.
The fighting was ended when one youth coming from South Sulawesi hit Vijay with his knife called badik on the back of Vijay. Vijay escaped home and then to be brought to hospital for the treatment by his family. However a number of the neighbors of Vijay reassembled and together they came to the food shop to destroy and then burnt it.
The next morning Thursday October 27, 2016 apparently a bigger number of the neighbors of Vijay tried to come again to Sanggeng they try to blockade the access roads to come and go out from Sanggeng. However the masses could be likely dismissed and the situation was under control.
However on Friday October 28, 2016 it was likely the situation has been worse an media reported around two hundred of people to have committed to the riot happened as the continuation of the riot happened one day before.
Media report said, tactically based on the Police prediction a squad of the security Policy has been stationed on the road about one kilometers away of Sanggeng to stop the masses and to protect Sanggeng. The people of the supporters of Vijay apparently try to fight the Police.
It was not clear how did the situation happened but the Police started to open fire targeted to the legs of the demonstrators affected one demonstrator strongly wounded and then died in hospital and around nine others were also wounded but they were still alive.
In the latter days it was reported an official Fact and Data Collecting Team was created by the Government Authority to collect the clear information about the destructive situation happened in the village of Sanggen, in the district of West Manok Wari in West Papua.
It was reported Coordinating Ministry of the Political, Legal and Security Affairs, Gen Wiranto is still waiting for the complete report about the incidence to convey his remark.
Media report said around one thousand people marching for 20 kilometers from home to the cemetery to respect the funeral of the victim on Saturday October 29, 2016 but not any incidence was reported to take place.
The worse situation affected by this riot has been exploited politically by the Opposition Group on how bad the Papuan has been treated now that is not different to the situation in the beginning of the New Order, when the Security Authority tend to protect the non-Papuan people coming from outside of Papua, such as South and North Sulawesi, Jawa and other regions of Indonesia were treated better than the local inhabitants.
In every social conflict between various races and tribes in Papua that may happened it was apparently the inhabitants coming from outside Papua were more protected and treated better than the Papuan individual.
This considered unfair social issue has been usually more articulated and intended by the Opposition group to discredit the image of the Government of the Republic of Indonesia as the Colonialist.
Situation record was always described by the Opposition group as if whatever action to have been done by the Security Units as if it is the act of the Colonialist.
Apparently the Government did not know what kind of the situation report to have been sent to the UN by the agent of the National Commissn for Human Right.
Accordingly in the future any information about the country situation should be necessary approved by the Government Authority concerns, namely the Ministry of Foreign Affairs. A firm reprimand should be given to the National Commission for the Human Right working in Papua.
There are likely two organizations until recently are free to send the information on the Security Situation of the Country to the media of abroad, namely The League on the Research, Analysis and the Development on the Legal Support, operating likely in all around the country including Papua. One of the activist of this organization is Yan Cristian Warinujssy, the man who released various information about the incidence of Manok Wari to the BBC News Agency in Indonesia and published by various media.
Secondly it is also likely various information that is considered against the Human right were freely reportedly to the World Human Right Body by maybe its hundreds of thousands of the Human Rights watcher in all around the World. In Papua he is Natalius Pigai who is active to report all the situation of Papua he considered against the human right to the UN.
Natalius Pigai is the one who criticized improperly President Jokowi, Nataliuis said that President Jokowi to have visited Papua four times during two years as the President, but without any benefit for the Papuan people, but a big budget lost, consumed for the visit. This critique of Natalius Pigai was definitely affected by narrow minded and short over view of him.
Conclusion.
Though the Coordinating Minister for Political, Legal and Security Affairs , General Wiranto is still to check the clear, accurate and pertinent about the incidence of Manok Wari, but it was likely true that the incidence was just affected by the social phenomena of Papua as the still backward condition.
Accordingly it is true that the Special and Rapid development program, is the only way to improve the social condition of Papua. The incidence of Manok Wari is not affected by any political, security or legal issue of this country presently.
Incidence of Manok Wari was definitely a social phenomena that could happen any time in the future if the social condition of Papua is still backward and the Government leadership could not be implemented properly.
Accordingly again it is necessary for the Government urgently to finish all the Constitutional Preparation to speed up the Special Development of Papua.
Meanwile it is also necessary that the Coordinating Minister for Political, Legal, Hman Right and Security Affairs to redmind all the Ministers tghat all the Cabinet Miisters to have share to the social development of every villages of the country.
The incidence of Manokwari is not the effect of different treatment to different race, ethnic, tribe and groups of peoples existing in the Indonesian societies included in Papua, but mainly because of the lack of communication among various group in the society. It should be firm What Ministry is the one who is responsible to the establishment of the good communication among the society existing inn this country.
The effort to dramatize the impact of the incidence of Manok Wari subject to weaken the national unity is definitely the act of treason against the national interest of the country. The Police should caught the actor and sent to Court.
The visit of the national leaders of the national level such as the President and the Minister down the hill to the rural areas is very important to control and supervise the regional and local leadership.
Accordingly occasionally it is considered necessary a special briefing on the national situation to bed given to all Cabinet Ministers in a special Cabinet Meeting by the Chief of BIN .
All the Minister have to realize that their mission is not just to lead his Ministry but also to supervise and control all the leaders of the regional and local levels of the Country. The perfect Government management to lead the country should urgently be rectified.
After the conduct of any Cabinet Meeting it is likely necessary the National Briefing by one of the Coordinating Minister about important situation of the country should be made. The Cabinet Secretary is definitely important to brief the people about the national situation to the Press in detail
The development of the situation in Manokwari indicated a lack of active coordination among the regional and local leaders to control the situation. Assuming this perception is true a special briefing is necessary to be given to all the Province leaders of the Country.
It is not definitely to insult the education background of the Government Official both working in the Central Government or the Regional and local administration, but a Specific Training Course is likely needed to strengthen the management and the leadership quality of the Government Officials who are mostly young and lack of experience and the knowledge of the changing world
Just for the referenc this kind of Program was done by the Ministry for the improvement of he Quality of the Government Officials ,during President Soeharto admiistrastion.
The key of the development of the country are the developments of the Regional and Local areas of all around the Country.
