Abstract:

The presence of Perpu Organization has reaped the imbalance from a group of children of the nation who seemed to see the State has seized the democracy which is still in process. If it is solved more deeply that the current process of democracy is more protective of heterogeneous society in Indonesia.
Pancasila democracy can not be exclusive but more highly inclusive to actualize, absorb and communicate with all aspirations that arise and develop in society.

The phenomenon can be traced from the decade of political development in Indonesia. Evidence of the authenticity of the history of the Indonesian nation from the three phases of political development (Orla, Orba and Reformasi), that the NKRI is still firmly established to date.

However, there are those who criticize the Public Order Organization (Perpu Ormas) which regard the state as suppressing the freedom of unity and gathering or assessing the decline in democratic development, presumably raising the feast, from which perspective see Indonesia has abandoned the spirit of democracy with the Pancasila?

Even Pancasila democracy tolerated the 1945 amendment, related to state institutional relations which focused on the power-sharing aspect and aspects of the nature of relations among state institutions.

This momentum marks the remarkable development of democracy in Indonesia in the Pancasila democracy climate. Changes that lead to positive things and for the benefit of the nation and state are not an issue for Pancasila democracy.

Now the problem becomes strange, when a group of intensive nation boys campaigned titled state muzzle freedom of association and gathered only due to ideology problems that they stretcher encourage the establishment of the state based on the Islamic Shari'a formally with the highest leadership in the hands of the Khalifah. Such intention can not be accommodated by the State since the issuance of the Perpu on CSOs. Whereas stage to process and make Perpu has been measured and deeply contemplated by policy makers, that people is a component of the nation's children who must be protected from the attack of ideological virus that is against the Pancasila and history has repeatedly noted that ideological conflict plunged Indonesia into civil war like the PKI had ever done.

The momentum of the Perpu of CSOs is far from the spirit of power or opposing religions with ideology but there is one factor in the strength of the spirit of a nation building its model of democratic system adapted to historical records.

Bhinneka Tunggal Ika for Indonesia and Unity in Diversity for America. This means that on each side of the population retains attachment with each subculture such as tribe, area, race and religion and there are customs.

On the other hand, the whole population has the same basic attachment and purpose. The same basic form of attachment to democratic institutions, mutual trust and the coexistence of coexistence and peaceful living.

Instead the same goal is the development of all potentials of the individual to the maximum and achieve the welfare of its members. In other words, the attachment of the population to a homogeneous subculture or homogeneous uniform will result in conflict (conflict) but attachment to the base and purpose based on historical experience and adhering to a heterogeneous ideology will give rise to a consensus.

In the distribution of power allocation of pancasila democracy system, the contemplation of the distribution of power in society to create the policy of Perpu is on the right track. So what kind of democracy has not yet been given by the State to its citizens who have clearly violated the rule of life of the nation and the state against the ideology of Pancasila, but still given the opportunity to re-correct the policy of the State, which certainly represents the aspirations of all walks of life that are harmonious in Nature of Pancasila democracy.

It is now time for the greatest elements of society to be the authoritative allocation of the power distribution sections awaiting the real and objective step of the political power of the Political Parties in the parliament, being wise and wise in supporting the steps of the State which has issued the Perpu Ormas.
